In the interactive “ Top Halloween Candy by State ” map, CandyStore.com shows my beloved candy corn is the favorite candy for trick-or-treaters in Idaho, Nevada, New Mexico, Iowa, Michigan and Alabama. The cost of over forecasting is severe. Demand forecasts based on historical data will hopefully get you close, but it is not enough.

Theoretically the people who manage such regulatory requirements would have first done the supply-demand analysis to forecast the ramifications of any policy decisions.
